All carriers have activation and upgrade fees unfortunately. It's mostly a "because we can" fee that they charge whenever purchasing a new phone from them. The only way to avoid it entirely is to purchase the phone full-price directly from the manufacturer and simply do an equipment change to the new device with your carrier.

Every carrier charges activation and upgrade fees unless you have a discount through work that allows it to be waved. I had to pay an activation fee for my Verizon line and my AT&T line and an upgrade fee. Unfortunately it’s their policy and we can’t always win as consumers. Yes they can sometimes wave it but most of the time they won’t.
