You will not pay the $35 fee from Verizon however Apple will charge $30 more so they get you either way. When you transfer to the new phone it’s not an upgrade activation, it’s just transferring to another device which you can do as often as you want without fees.
Apple charges $829.99 but they give you a $30 discount for having them activate it.. then the Verizon fee of $35.. so you net only pay $5 for activation if you purchase through apple. This does not apply to the Pro series… there is no $30 discount at Apple.
You can buy the phone unlocked from Apple at full retail to avoid incurring an upgrade fee and then have Verizon ship you a new SIM card (for free) once you’ve received it. You could also buy the iPhone not attached to a specific carrier and Verizon can activate your eSIM on it for free.
