You submit PS Form 3533: Application and Voucher for Refund of Postage, Fees, and Service; this form is available at Post Office™ locations, postal retail units, and business mail entry units (BMEUs).
The revised PS Form 3533 will no longer be available to the public at www.usps.com. Therefore, Post Offices, postal retail units, and BMEUs are advised to order the hardcopy version of the revised PS Form 3533 to have available for our mailing agents and customers.
PS Form 3533: For all refunds listed under 9.2, a customer may submit PS Form 3533 to the Postmaster and provide the envelope or wrapper (or a part of it) showing the names and addresses of the sender and addressee, canceled postage and postal markings, or other evidence of postage and fees paid.
Refund requests for Priority Mail Express International With Money-Back Guarantee service are processed when a customer submits PS Form 3533 –GE with appropriate documentation (see 942.2) to the following address: Delayed Priority Mail Express International items.
