Since last year’s AEO, much has changed, most notably the passage of the Inflation Reduction Act (IRA), Public Law 117-169, which altered the policy landscape we use to develop our projections.

Overview. The Annual Energy Outlook 2023 (AEO2023) projects fossil fuel-related carbon dioxide (CO2) emissions by fuel and by sector and industrial activities that capture carbon in products, such as the manufacturing plastics.
Assumptions. Current laws and regulations as of November 2021. Current views on economic and demographic trends, and technology improvements. Compound annual growth rate for real U.S. gross domestic product (GDP) is 2.2% (Reference case) High Economic Growth case (2.7%) and Low Economic Growth case (1.8%)
In general, the AEO’s reference case assumes (1) no changes in current U.S. laws and regulations, and (2) the continuation of historic industry and technology trends. The AEO attempts to reflect all federal laws and regulations and most key state laws and regulations that affect the energy sector.
