The Azure Portal just doesn’t have a way to grab that package file (.cspkg) from a deployed cloud service. But there are a few things you can try:

The timestamps for the Upload to cloud and Download to server are recent. The status is green for both upload and download. The Sync status section within the server endpoint properties shows very few or no files remaining to sync.
