The Update Aquatic is now available for all Minecraft: Education Edition users. This update adds new ocean and underwater biomes, plus aquatic mobs and items including dolphins, tropical fish, coral, tridents, icebergs, treasure chests and shipwrecks.

A good technique is to fill out your blueprints with dirt underwater. A lot of techniques used to build in air apply here as well. The advantage is that you won't have to replace water source blocks that get destroyed when using sand like some other techniques do; only place dirt blocks where there are blocks in the final structure.

Fantastic. I've just dropped a tower in the middle of the ocean which connects up to my underground, transcontinental, road network. The next step is to branch off from the middle of that tower to build an underwater city. The sea wall tip will be extremely useful.
Building underwater is safer and simpler while wearing a helmet enchanted with Respiration and having some 8 minute Potion of Water Breathings ready to drink. Note that Respiration only extends ones "breath holding" time, it does not give true underwater breathing.
