14 kwi 2023 · The World Medical Association (WMA) has developed the International Code of Medical Ethics as a canon of ethical principles for the members of the medical profession worldwide.
This document was prepared by the Office of Compliance, Risk Management and Ethics (CRE) of WHO. CRE’s objective is to pursue excellence at all levels of WHO in an effective, efficient, transparent and accountable way by promoting and upholding the highest organizational standards, ethical principles and conduct.
WHO’s commitment to attain the highest possible level of health by all peoples must be accompanied by the dedication of its personnel to uphold and promote the highest standards of ethics and conduct. The WHO Code of Ethics (“Code”) describes the ethical standards of conduct expected from all WHO personnel at all times.
The Code of Ethics and Professional Conduct1 is intended to provide guidance to help resolve ethical dilemmas that are likely to be confronted within the course of their employment with WHO. Since its establishment in 1947 in the aftermath of one of the most egregious breaches of medical ethical principles, the WMA has adopted a comprehensive range of declarations, resolutions, and statements aimed at providing ethical and other guidance to the global medical profession.
The ICoME is a document with the claim to such a global ethos in the limited context of medical ethics. Created by the global profession for its professionals, the document is therefore a good example of international ethical professional self-regulation.
This Code is informed by existing WHO, international, national, institutional research guidance on best practices and codes of conduct for health research, and reflects WHO ethical principles as described in the Code of Ethics and Professional Conduct.
