Still there's no solution from Apple on this issue, the only solution I found at this time is to plug your iPhone to your Mac and open Image Capture and from there you can copy your photos/videos which retains its original date and time.
In Photos on your Mac, you can download the original photos stored in iCloud to your System Photo Library and then export them as files.
