As a beginner player I found that key on a scav the other day and was excited because it’s supposed to have good gear. Of the 3 times I have used the key 2 the room was empty and 1 had a super shitty shotgun

People DO have the key and they will open it if they are able to do so. You don't have to open the door yourself to do the quest. What do you mean impossible to get? I found three marked keys in jacket pockets within the 500h that I played. Otherwise go to dorms and people will eventually open it.
