He is saying: there is good and evil in the world. God wills the good. Do good things, and you will be doing the will of God.

This post has sought to clear up confusion caused by there being three different concepts that are referred to as “the Will of God.” They are: God’s Perfect (preferred) Will, God’s Proscribed (revealed) Will, and God’s Predetermined Will (His Plan).
Verse 2. - And be not conformed to (rather, fashioned after; the verb is συσχηματίζεσθαι this world; but be ye transformed (the verb here is μεταμορφοῦσθαι) by the renewing of your mind, that ye may prove (or, discern) what is the will of God, that which is good and acceptable and perfect.
