The Twins are two separate flying entities, Retinazer and Spazmatism, connected by a tendril, each with its own attack pattern and health count. Both must be killed in order to defeat the boss. The Twins can be summoned manually using a Mechanical Eye at night (7:30 PM to 4:30 AM).
In Terraria, The Twins are essentially a more challenging, cybernetic version of the Eye of Cthulhu. They are two separate entities, Retinazer and Spazmatism, connected by a tendril. Each has its own attack pattern and life count, and both must be defeated to conquer the boss.
If a twin reaches 25% health, or if the other twin is defeated, then it will enter phase 3. In phase 3, Spazmatism will now perform an attack in which it hovers below the player and fires lightly homing Shadowflame fireballs.

Now, they are found in hardmode crates I believe. What I think happened was you found the arkalis in a shrine before the update released, and now you have it in pre hardmode with you.
The Optic Staff is a Hardmode summon weapon that summons a miniature version of The Twins in their second form, which follow the player and attack enemies. The summoned pair of minions, named Spazmamini and Retinamini, deal damage with a ramming attack and ranged laser attack, respectively.
