They spawn in the ocean at the edge of the world but it’s pretty rare if you find a shark statue which is random to get you can wire it to a switch making it spawn infinite sharks and you can still get shark fins even if the sharks are from the statue.

They only spawn in the last 250 tiles of the map. Set platforms so that you're above the water enough to breathe, but still in the water. Sharks won't aggro you unless you're in at least one tile of water.
8 lip 2022 · Though one change that was confirmed is that they have to have direct eyesight; they won't aggro if you're just standing in water in a box above the water; which, if you're in hardmode, at least you can bubble block and platform above with water since they don't block sight iirc.
