If you want the PC version, I highly doubt it given that all relevant player data (inventory, stats, etc.) is stored on your Steam account. You might be able to get a version separated from Steam, but only through sketchy download sites and I'd be surprised if matchmaking worked as intended.
If it's not there, I think you can go to the steam store, search for Team Fortress 2, and click the green Install button. Download steam from https://steamcommunity.com after making an account. Go to the store tab, search team fortress 2. download and play to your heart's content.
