The goal of State of Texas Assessments of Academic Readiness (STAAR®) accessibility is to ensure that each student can interact appropriately with the content, presentation, and response modes of the state assessments.
Students are required to take STAAR with or without allowable accommodations unless they meet participation requirements for STAAR Alternate 2. Emergent bilingual (EB) students are also required to take TELPAS (or TELPAS Alternate if they meet the participation requirements).

The Texas English Language Proficiency Standards (ELPS) require all teachers to linguistically accommodate the instruction of ELLs in their classes commensurate with the students’ English language proficiency levels. Policies for the STAAR linguistic accommodations support these ELPS requirements.
