I have numerous countries with usage and I only want to see the top 10. But I cannot do the Filter Top 10 option becuase it looks at the entire data source. I did try the "Finding the Top N Within a Category" option, but that didn't work.

You can look to use the RANK () calculation. Here's an example using Superstore: RANK(SUM( [Sales])) For each month, you can see it's showing the rank of Sales per Sub-Category: So now using this approach you can move subcategory to the Color marks card and use the Rank calculation with a Parameter to act a filter.
When it comes to ranking insights in Power BI, we use the RANKX and TOPN functions. However, these two DAX functions still have their own uniqueness. You can’t just select and use any of the two in any scenario you want.
