The scout quest doesn't require you to actually trigger the extract/be in the area, just to find the doors that lead to them, hence the factory key isn't required for a quest. The wiki explains this for the quest too.

I ran Bunker pt.2 and barely even saw a scav, ran it in one try and even had time to stop and consult the map a few times as I figured out which door I was missing. Then, just do the sewer extract, and clear the area first.
Struggling with bunker pt 2 which requires me to locate all of the hermetic doors in the reserve basement expansion and then extract. Tried both with full kit and just a pistol, and can usually handle the raiders down there alright, but am having fits dealing with all the pmcs.
