There are four fardh acts of wudhu: (1) Wash the entire face (2) Wash both hands until and including the elbows. (3) Make masah of at least quarter of the head. (4) Wash both the feet until and including the ankles. Wudhu requires that the face must be washed. Just wetting it is insufficient.
