Level 20 cwdt requires 3.2k damage. Level 20 steelskin covers 2.2k damage at 70% mitigation, meaning you're taking up to 1k damage to life in that time. So as long as you have 4.2k life or more, L20 cwdt with steelskin is perfectly fine.

On most builds I just slap my guard skill on my Left Mouse Button, and let it go off on its own as I walk around. (If I have the links to spare, I'll support it with things like Increased Duration or a low-level Arcane Surge)
