19 sie 2016 · I think it has something to do with a bad file in C:\Program Files (x86)\Steam\steamapps\downloading as I tried deleting SE and then downloading/reinstalling. The download kept stalling. After a drive scan and defrag, and then trying to download again, it still kept stalling.
