In your internet browser you can use a addon called "Enhanced Steam". It will automatically enter a random date over 18 and confirm it, so you dont have to do anything but wait a second or so when you hit the age gate.

In a normal web browser. Go to https://store.steampowered.com/. Open the developer tools (Ctrl-Shift-K on Firefox, Ctrl-Shift-J on Chrome) and go to the Console tab. Run this code: document.cookie = "birthtime=0; path=/; max-age=315360000".
the reason steam has to keep asking for your birthdate over and over again, and why it can accept different answers is because even though its one account, there could be a different user accessing the machine.
In the Android app it is at the left side menu - Settings -> Application Preferences -> Date of Birth. Don't know where it is in the desktop client, but probably something similar.
Really, there's a cookie that's stored (I have no idea where) that has the date information in it... If logging in and out doesn't do it then you'll have to figure out how to clear the cookies...
