If you want to be a bit on the safe side, this guide contains download links to previous Steam versions as well as a way to prevent updates.

9 kwi 2019 · The Steam client no longer works under Vista and requires at least Windows 7. Time to get a less ancient OS. This is by design and can not be fixed due to Chromium.
1 maj 2019 · It's not very hard, as you only need to download THIS archive, and then extract it, and you will have a working steam. On Windows XP at least you'll need to use ProxHTTPSProxy or a similar solution if you want to get game pictures/icons to load.

On vista I have the archived version of steam that is compatible. When I try to run it I'm getting gldriverquery64.exe stopped working. I've read up and it sounds like I need a C++ redistributable installed.
