If you are using the Steam Link machine, you'd simply pop into Settings > Display and make Steam match your screen's resolution. If you mean "fit the stream resolution" as in "get the aspect ratios to match", there's an option to pinch to zoom on your screen to get a better fit in the Steam Link app.
While streaming, in the app open the Steam Link Tray [...] -> beneath the big Mouse button on the right side, toggle on the first icon with the hand that's two finger pinching -> exit the menu and pinch the stream with two fingers to resize -> apply two finger pan to move the resized stream -> return to Tray [...] -> toggle off pinch-to-zoom.
6 sty 2023 · Steam settings -> Remote Play -> Advanced Host Options -> check "Change Desktop resolution to match..." on client change alter the resolution to fit your needs. Also make sure the desired resolution is in your display driver, and if not add it as a custom resolution.
This was the solution I found for my Samsung S10 and a NVidia GPU. Took a little too long find this simple solution, so I hope this helps someone. Without step 1, it would not fill the screen fully even though the resolution was correct. I am not sure if all android phones have this full screen setting or not.
