13 maj 2020 · Go to your Steam folder, then open your steamapps folder, then within that open your workshop folder and then open the downloads folder and delete all the files within the downloads folder. I hope that helped!

I removed the .afc files of the games being downloaded (but are actually already downloaded) located in steamapps folder, then restarted Steam and installed my games one by one. I've been looking everywhere for a fix and I finally found it here.
