Your friend is probably in another region, or has a steam account in another region. You can't gift games across different steam stores anymore.
11 sie 2019 · (I may have gifted Senua's Sacrifice to over 20-30 friends) However, because of the latest Steam changes, I can't gift a game to my girlfriend. It says unexpected error and when I contact Steam support, they replied me saying that I was using gifting for commercial reasons.

Has anyone tried gifting their friends games from steam to different regions? Really not sure how it works and I was supposed to gift a friend from a another country and it shows “Due to regional differences, the gift you are trying to send cannot be sent to the recipient’s region.”
