It really doesn’t matter but. High elf is probably the best because they can cast bound bow at level 1 very easily. Orc can use beserker rage safely from a distance making for 12x sneak attacks. Breton gets a 25% magic resistance which is just blanket good. Don’t pick the race based off of stats.
Redguard: The Stamina regen power is great for archers because it allows you to use the perk that slows time far more often. Dunmer: Their Flame Cloak power is great for when foes get too close for comfort. Bosmer: Command Animal comes in handy when you're being attacked by a bunch of animals.

Race (almost) doesn't matter, unless you really want to min-max heavily (which you don't need to since the game isn't hard). The "best" races, the ones with the strongest racial powers, are High Elves (5 free levels of stats), Bretons (Magic Resist), and Orcs (Berserk active).
