I was able to solve my stuck downloads without a reset. Since the Oculus support team is either too busy or can't be bothered to provide updates (last one on twitter was >12 hours ago with 'be patient'), I will share what worked for me hoping it might help others. 😀

There are pads inside the controllers and it seems as though one is stuck. Using a thin blade, carefully slide it in the groove around the trigger, pushing straight in. Pull straight out and move it to another spot and try it again.
