This chapter examines first the context in which this constitutional design developed, and the main influences it received: the West European welfare state model, external economic and geostrategic constraints and a tight balance of power between the most significant actors in the Spanish political arena.
Everyone shall contribute to sustain public expenditure according to their economic capacity, through a fair tax system based on the principles of equality and progressive taxation, which in no case shall be of a confiscatory scope.
The Spanish Nation, desiring to establish justice, liberty, and security, and to promote the well-being of all its members, in the exercise of its sovereignty, proclaims its will.
