Beyond Skyrim will eventually take you to Black Marsh, that's the only modding team I can think of. They intend to try and recreate all of Tamriel's provinces in Skyrim.

Beyond Skyrim is the closest we'll ever get to these new lands mod. They actually released Bruma, which is a good mod itself which shows what they're capable of. They didn't release Bruma with a few heightmaps and a bland landscape and promise us they'll have more stuff when they're ready.
