Beyond Skyrim will eventually take you to Black Marsh, that's the only modding team I can think of. They intend to try and recreate all of Tamriel's provinces in Skyrim.

Had installed a while ago, good stuff there as a basis, but without any quests and reliable map markers (at least to the docks to the next area), it just seemed like a barebones start of a mod.
