Black Marsh is one of the nine provinces you can visit in Arena and the starting location for Argonian characters. It is a swampy region, situated in the southeast corner of Tamriel. It borders Morrowind to the north and the Imperial Province to the northwest.
As Falion requires a filled black soul gem, you will then need to fill the soul gem by soul trapping someone. The nearest location with enemies is Fort Snowhawk to the west of Morthal, or Movarth's Lair to the northeast (if the fort has been taken by the Stormcloaks or Imperial Legion).

Talk to Loremaster Celarus in the main hall of Ceporah Tower or Josajeh in the Athenaeum of Ceporah Tower. Talk to Josajeh and take the Psijic Map of Black Marsh. The map with red crosses on it will lead you to the time breaches to seal them. The map remains in your inventory, under Quest category.
