So it's entirely possible for a cold blooded animal to produce at least some heat while still fluctuating based on ambient temperature. My guess is that argonians like non-avian dinosaurs are probably mesotherms, which is somewhere in between ectotherm (ambient heat regulation) and endotherms (metabolic heat regulation).
There is not reason that argonians should be weak to frost. If they are cold blooded like other amphibians then they can adjust to cold temperatures just fine.
It seems the real deal is humidity, they seem to adapt well to colder climate as long as it is humid enough. The worst condition for them are the deserts of Hammerfell and Northern Elsweyr. Also freezing cold maybe an issue, but fire and warm cloth may help stay above 0°C. In the 2nd Era, Argonians commonly greet each other with "Stay Moist!"
Turning the mode on and of does nothing, I tried it wearing clothes, taking them off when switching, eating hot foo seems like the only way to mitigate the cold but still doesn't apply warmth at all. So it seems argonians can't get warmth by any means instead of a 25% weakness to cold.
