Unless a person has a pre-existing build and has not updated, a person should always be on the latest build, as the older ones are not supported, and many mods that have updated may not work on older versions of the game - especially new mods being released.
If your game updated to 1.6.640, you start by updating SKSE to the compatible version (refer to the reference table). If you have mods that rely on other mods, check if one or both need to be updated (refer to the table, for a start; but that list doesn't have everything).
