Since we lost pc games dot download dot com, I've struggled to find a similar site that's even remotely reliable. Skidrow has pulled through a few times, but mostly it's an endless string of redirects or dead links. Often they don't have the games I'm looking for.
Not to worry, we can figure this out. My advice now is to fully uninstall the game, and go into the install location and make sure that everything has been deleted. Next, reinstall the game and start it up without mods. Play it until you get control of your character in Helgen, save and quit.
When you start Skyrim (without SKSE), you would run the skyrimse.exe command. But after installing SKSE, you should be using the skse64_loader.exe to start the game. Even after that, I still get SKSE update error messages.

SKSE will support the latest version of Skyrim available on Steam, and only this version (currently 1.9.32 with any other numbers following). It is extremely unlikely that any future non-SE Skyrim updates will be released. SKSE does not support the Windows Store/Game Pass release of Skyrim.
