You always split the opposite side of the map, preferably with tp up. The enemy has to make the decision to either lose 1-2 turrets/inhib/even nexus OR the jg objective. If they chose the later one, but they sent someone to stop you, you can use tp to join the teamfight with an advantage.
Sion is like a ticking time bomb in the sidelane. There are many ways to approach this that change depending on the comps and situations, but you know one thing for certain is that Sion is going to push down a sidelane.

If you want to know how to deal with him, understand that an inting Sion only wants to attack towers and CS. If there is a huge team fight, he probably would keep pushing no matter what and late he can take towers by himself even without minions.
Split push during the mid-game and try to secure side objectives. Avoid grouping if possible. Use your strong duelling potential in the mid-game to fight and duel anyone who tries to stop you from split pushing.
