In the end, for store content to be store content according to the game, the game basically verifies the package type through their API, connecting to the store site. If the api is in some way offline, the game seemingly picks up on basically information inside the package.

There are some possible fixes or work-arounds you might want to try. I posted about them here . If you choose to buy Sims 3 from Steam or find the game elsewhere online, you can still download and install the store content with the Steam version.
Steam version doesn’t need origin and you can always download all of your store content on web. Store works just fine maybe it won’t in future but in that case ea version won’t neither. (Would recommend to save all of your files on usb or whatever if you can)
Go to Store in the top bar, move down the drop down to My Store Account and select Purchase History. Step 5: Find your newly added item and hit download, which will start the download process.
