The description in the reward store has been modified to reflect this change and now says that sims with the trait require less sleep instead of saying that they do not need to sleep at all. I am not sure if other trait based rewards were adjusted as well.

In the end, for store content to be store content according to the game, the game basically verifies the package type through their API, connecting to the store site. If the api is in some way offline, the game seemingly picks up on basically information inside the package.
There are a few basic things you can try to troubleshoot your downloads from The Sims 3 Exchange or The Sims 3 Store. Basic troubleshooting.
