If you are in fact using the correct folder, it's a good idea to start from scratch with a clean folder, get your mods working, and then add the rest of your content to the new folder later. Pull your existing Sims 3 game folder out of Documents\Electronic Arts and onto your desktop, then open the launcher to spawn a clean folder.

If that's not the issue, try downloading a fresh copy of the Resource.cfg file from here: https://www.nraas.net/community/How-To-Install#Blunote00s-Check-List Delete your current copy, and the cache files (again), and add the new copy to Mods, and see what happens.
20 mar 2013 · Delete the Documents\Electronic Arts\The Sims 3\Mods folder and start try again from step 1. Test! Now if you run the game, your .package files should be fully working in-game!
20 kwi 2020 · That doesn't work—the game can't read the files. Move the first Mods folder out of Documents\Electronic Arts\The Sims 3 and onto your desktop, open that Mods folder, and drag the Mods folder inside it into the Sims 3 folder. Be sure to delete your cache files again
download files must be installed through the sims3 launcher, in 'downloads'. if the files aren't showing up in the launcher: make sure .zip files are unzipped, and .rar files are extracted into the downloads folder.
Most people with this problem find that they do not have a resource.cfg so make sure you download one of those and have the files correctly named. Otherwise make sure its .package files in the mods folder as sims3packs or zipped files will not work in the mods folder.
