I am F-4 and I lived in Korea for 17 years. I have Hana and KB bank. I tried opening Shinhan in 2019, and I had the same problems. But yes, all tellers have different answers. (I was trying to get Shinhan because I liked their point system for the mileage). Hana will be foreigner-friendly.
