Shelby County is located in West Tennessee, one of the state's three "Grand Divisions." On May 22, 1819 John Overton, James Winchester, and Andrew Jackson founded the city of Memphis and Shelby County was formed. In 1827 the County seat was moved from Memphis to Raleigh.
