i have a 1.19.4 server that i host from my pc when i try to use the server on my laptop, when running server.jar i get "a java exception has occured" popup, despite having the same java version on both pcs, java 8, and it works on my desktop, how do i fix this ?

Copy and paste the new “server.jar” into the old “Minecraft Server” folder. Doble-click the “Start Server” batch file to update the server.
