The state is currently bargaining with 3 unions. There is the master contract for SEIU, that covers ALL units of SEIU, and then individual units negotiating team (these are the folks elected to the DBUR team). Each day covers a different group of units and master unit. So today it could be Master, 1, 11, 14, 17.
So the real answer is the union either does a real, massive strike or it just puts the vote up to union members and get on with it once they get the classifications that will get more "equity".
