After I download the game and put the DWrite.dll file to bin folder for the first time, and when I start the game, a window showed up and said update failed and asked me to check my internet connection. I'm in China and tried with proxy and it didn't help. I checked the folder BG3ScriptExtender in User/Appdata/Local and it was empty.

I've followed the steps to add the Script Extender, and loaded the game, but BG3MM still shows Script Extender as missing ( [MISSING] Requires ScriptExtender v4 or higher.
