Workers must be protected by guardrail systems, safety net systems, or personal fall arrest systems, even if they are not engaged in leading edge work, if they are on a walking or working surface that is 6 feet or more above a level where leading edges are under construction. 29 CFR 1926.501(b)(2)(ii).
Falls are a leading cause of construction injuries and fatalities. Workers can fall from ladders, scafolds, vehicles, heavy equipment, aerial lifts, platforms, and roofs, and through holes or openings in floors or roofs. Guardrails can prevent a fall.
Guardrails are a common and convenient fixed barrier. They can be used to protect the worker from falling into or onto a hazardous surface or equipment. Manitoba's legislated requirements are discussed in the Workplace Safety and Health Regulation Part 14.3 to 14.5.
Guardrails. Explain dangers. Falls are the number one cause of critical injuries and deaths of Ontario workers on construction sites. All workers must be protected from a fall hazard. Identify controls. Guardrails are often the best and most convenient means of fall protection. Where possible, guardrails must be installed.
The whole construction process should be planned to minimise the risk of falls. At the project design stage, protection against falls can be planned. The risk can be reduced by adding purpose-made guard rails or finally, if the risk is still present, providing safety harnesses. 15
