My similar issue was caused by Safari not knowing how to read the timezone in a RFC 822 time zone format. I was able to fix this by using the ISO 8601 format. If you have control of the date format I got this working with "yyyy-MM-dd'T'HH:mm:ss.sssXXX" which creates ie. "2018-02-06T20:00:00.000+00:00".
30 kwi 2021 · Before the update the date was shown as "29 April 2021" and time as "12:45". After the update date is shown as "April 29, 2021" and time as "12:45 PM". So it seems safari doesn't support local date and time.
15 mar 2016 · Independently from the region you can always set the 24-hour time format in: Settings>General>Date & Time>24-Hour Time, the temperature scale in Weather options and the distance scale in: Settings>Maps.

16 mar 2022 · iOS Safari being listed as partially supporting the feature. iOS Safari doesn't support the YYYY-MM-DD HH:mm:ss ISO 8601 format - although it is in the standard. Parsing such a formatted date string will fail with Invalid date format. Did you test this? If so, how? Yes, on the latest iOS Safari.
