The 9M311 is a late Cold War era surface to air missile of Soviet origin. It was developed in the late 1970's for use on the Tunguska self-propelled anti-aircraft gun and SAM system. The NATO reporting name is SA-19 Grison.

NATO reporting name for its short-range missiles is SA-19 "Grison". This replacement for the older ZSU-23-4 Shilka was fielded since 1982 in the Soviet Army and saw service however more recently with the Russian Army (c250 in service), in the Georgian war and current war in Ukraine.
SA-15 and SA-19 are both short-range area defense systems. They will intercept all missiles in DCS, including HARMs, but have a low altitude ceiling and are incapable of defeating bombs. PGMs above 15,000ft are extremely effective in dealing with these threats.
