The game has two good quest orders to go by. Timeline sort which is the story in chronological order with some fudging to account for the need to steadily grow your character. Or release date sort which lets you do the quests in the order they came out.
Is this intended strictly for someone going for the quest cape? If you ask me, the most efficient quest order depends on what you want to do.
