Analysis. The goal for this list was to suggest small changes for the weakest cantrips and help narrow the power gap. Spells are not ordered within tiers, and as with any tier list, you can make a reasonable argument to move individual placements up or down a tier.
There's no core rules to describe how much spellcasting services cost, but as you've identified, if you hold firm to the reverse-engineered formula the playerbase has derived from published Adventurer's League adventures, that would give a cantrip a cost of 0 2 x 10gp, or 0gp.
