For free softwares, I would recommend android applications. (Try pixeristFX free) You can just type 'photo editor' on google, and then you'll get tons of em! You'll have to download and explore, of course.
Though since nobody else mentioned it, I will point out that you usually have to actually own that specific version of RPG Maker in order to legally use the tiles. But just look in the resources section of the rpgmakerweb forums... there are tons of free MZ tiles.
