MZ can use tiles from any of the previous versions, since it has built-in support for different tile sizes. Though since nobody else mentioned it, I will point out that you usually have to actually own that specific version of RPG Maker in order to legally use the tiles.

For free softwares, I would recommend android applications. (Try pixeristFX free) You can just type 'photo editor' on google, and then you'll get tons of em! You'll have to download and explore, of course. I would recommend 'prisma', 'deep art effects' and '8bitlabs', and these have 'absolutely stunning' filters.
