First, death row prisoners can't share a room. Usually when you build a cell for several prisoners, you need to zone it as a dormitory, not as a cell. And the ratio is 4 tiles per prisoner, so for example a 24 tiles dorm will host 6 prisoners.
Deploy cells as death row. I would recommend separating them from the normal crowd and maybe make them a decent quality cell, since they will stay inside the cell throughout their stay. Then set intake. It may take a little while to get some.
Death row inmates are stuck in their cells 24/7 aside from visitation rights and the death row appeal. I don't think there's any way to satisfy a deathrow inmates freedom. They are confined to their cell at all times except for their case hearing program or visitation.
